  • Substitute care is provided by an outpatient nursing or care service or a private person, whereby this person must not be related to the caregiver up to the second degree of kinship
  • The caregiver must have care level 2, care level 3, care level 4 or care level 5.

Definition of respite care

Respite care is a term that refers to the temporary support and assistance provided to a person in need of care, usually by another primary caregiver. Respite care is often also referred to as substitute care, care leave or sick leave. This essential service helps to ensure that care recipients receive the help they need when the usual caregiver is unable to provide it due to illness, disability, work commitments or other factors. Preventive care can be especially beneficial for those caring for an elderly relative at home who is affected by chronic conditions or illnesses that limit their ability to fully manage daily activities and tasks. Respite care can become a lifeline for many people, giving them access to the resources they need without having to uproot and relocate their loved one from their familiar surroundings.

Disability care in accordance with SGB XI is an important, often overlooked aspect of care. Section 39 of the Eleventh Book of the German Social Code (SGB XI) focuses on this essential benefit and emphasizes the need to provide a measure in the event that the original caregiver is absent due to illness or leave. Replacement carers can be provided for up to six weeks per calendar year and are paid for by the care insurance funds. Preventive care in accordance with SGB XI offers the security of knowing that help can be found if the main carer is unavailable.

Who is entitled to respite care?

The entitlement to preventive care for primary carers is a valuable measure to protect the wellbeing of families and their key members. Care insurance pays pension contributions for up to six weeks in a calendar year, a total of 42 days, and gives carers the opportunity to take some much-needed time off. This proven system could help primary caregivers before their duties become too much, giving them time to rest, rejuvenate and get the emotional or physical support they need.

Reasons for respite care

Caring for a relative or loved one can be very stressful. It can be difficult to juggle work, family and caring responsibilities. That's why it's so important that private caregivers have the opportunity to take a break to recharge their batteries. There are various forms of respite care, from daily to hourly help, each of which is paid for via a total budget. The reasons for respite care vary, but can include things like errands, doctor's appointments, grocery shopping and much more. By utilizing respite care, private caregivers can take some time off while receiving the support they need. These can be reasons for respite care:

  • Days off
  • Recreational vacation
  • Rehab stay
  • Hospitalization

Reasons for hourly respite care

  • Appointments, for example a doctor's visit or parents' evening
  • Leisure activities, for example a visit to the theater or a date with friends
  • Sports and leisure courses
  • Courses for further education and training

Who can provide respite care?

The long-term care insurance funds provide financial benefits for people who are entitled to preventive care. Who exactly provides this care? Private individuals such as family members, friends or neighbors can volunteer their time and resources to ensure seniors receive the care they need in their own homes. There are also professional caregivers who provide outpatient services or help with household chores. For those who need even more help, there is specialized inpatient care in nursing homes. Thanks to long-term care insurance, you have a variety of options for getting the preventive care you need.

Persons who can take over the preventive care

  • Relatives
  • Related
  • Friends or acquaintances
  • Neighbors
  • Employees of an outpatient nursing or care service
  • Employees of a housekeeping service
  • Nursing home employees

Please note: substitute care cannot be provided by registered carers

Although registered carers are obliged to provide excellent care, they cannot provide substitute care in certain circumstances. This is because if there is more than one registered carer, the care fund will not provide an allowance if they have to replace each other. Therefore, those who rely on limited registered carers are advised to seek additional support before relying solely on registered carers to find replacement care.

Preventive care: What are the requirements?

The prerequisite for those in need of care is that they have at least one level of care . This means that care insurance benefits can be claimed for care levels 2 to 5.

However, preventive measures are not covered by the insurance for people in need of care who only have care level 1. Another prerequisite is that the person in need of care has been receiving home care for at least six months. Although there may be interruptions, which should not exceed four weeks, you do not necessarily have to have received uninterrupted care from the same carer for six months!

Preventive care benefits

The services of respite care can be a great enrichment for the main caregiver. With the help of substitute caregivers and the corresponding hours, days and weeks that respite care is available, tasks such as housekeeping services, personal care, assistance with toileting, shopping assistance, meal preparation, housework and medication administration can be handled more efficiently and effectively. These substitutes provide an invaluable service to people who need medical treatment care and essential basic care and are looking for someone to support them with these activities. In addition, the qualified staff ensure that all tasks assigned to them are carried out in compliance with all safety regulations. In this way, everyone involved can be sure that all tasks are carried out in the best possible way so that everyone can be cared for effectively and efficiently.

Amount of benefits for respite care

As part of the prevention program, long-term care insurance covers up to €1,612 per year for the costs of substitute care. The prerequisite for this is that professional carers or people who do not live with the person in need of care and are not closely related provide the substitute care. This is a boon for many people as it helps to offset the expensive costs associated with the long-term medical and/or personal care that many older citizens face.

Entitlement to respite care: we help you check your entitlement

It always makes sense to submit an application for respite care to the care insurance fund of an insured person in need of care. In some cases, it may even be necessary to do this in advance: If you can foresee when you will need replacement care, you can ensure that the care insurance fund will cover these costs later. In emergencies, it is also possible to submit an application retrospectively, but there is often a four-year time limit and evidence must be provided. We can help you to check and enforce your claim. To do this, simply contact the Agency for Home Help team without obligation.
